Moscow Ready to Support Algiers in Implementing “2035 Plan”

ALGIERSMoscow has officially expressed its readiness to assist Algiers in achieving its 2035 development goals. This commitment was affirmed by Sergey Cheremin, Minister of the Moscow City Government and Head of the Department for External Economic and International Relations.

During his visit to Algiers for the “Moscow Days” and the Algerian-Russian Business Forum, Cheremin highlighted Moscow’s willingness to share expertise in infrastructure and digitalization to support the Algerian capital’s urban planning strategy.

Key Highlights of the Partnership:

Technological Exchange: Moscow aims to share its advancements in Artificial Intelligence (AI) across sectors including housing, social affairs, education, and public health.

Urban Infrastructure: Leveraging its status as one of the world’s most dynamic cities, Moscow offers expertise in accelerated metro network development and digital transport solutions.

Strategic Gateway: Cheremin described Algeria as a “gateway to Africa,” citing the attractiveness of its market for foreign investment, particularly in rail, port modernization, and urban expansion.

Economic Interest: Large-scale Algerian projects are drawing significant interest from Russian economic operators, particularly within the framework of UN-Habitat initiatives in Africa.

President Tebboune Orders Construction of Trans-Saharan Road Sections and a Cement Plant in Chad

Presiding over a meeting of the Council of Ministers this Sunday, the President of the Republic, Mr. Abdelmadjid Tebboune, issued executive directives for the implementation of two remaining sections of the Trans-Saharan Road. Furthermore, the President ordered the commencement of a project to construct a cement manufacturing plant within the Republic of Chad, signaling a strengthening of regional economic integration.”

According to the Council of Ministers statement, after hearing a presentation on the follow-up of bilateral cooperation agreements concluded with Chad, the President “stressed the need to strengthen all areas of cooperation with the brotherly nation of Chad and to approve new economic projects in the fields of energy, electricity generation, and oil exploration.” He also called for “accelerating the establishment of a cement plant with an annual production capacity exceeding one million tons.”

President Tebboune further mandated the immediate commencement of construction on two segments of the Trans-Saharan Road within Chadian territory. Entrusted to Algerian firms, this initiative is designed to finalize the remaining stretches of the corridor, thereby fostering a significant increase in bilateral trade and economic integration between the two nations.”

Oman’s Transport Minister Visits Algiers Metro to Explore Urban Transport Cooperation

ALGIERS – As part of his working visit to Algeria, Oman’s Minister of Transport, Communications and Information Technology, Said Hamoud Al Maawali, accompanied by delegation of senior officials from his sector, paid visit to Entreprise Metro D’Algerie, in the presence of Algerian sector executives.

The visit provided an opportunity for the Omani delegation to gain insight into Algeria’s experience in managing and operating urban metro transport. Discussions focused on the technical and organizational aspects adopted in the operation of the Algiers Metro system, highlighting best practices in urban mobility management.

The visit also aimed to strengthen cooperation between the two countries through the exchange of expertise and know-how in this vital sector, particularly in the development and modernization of urban transport systems.

Moscow supports Algiers’ development goals.

“The Honorable Sergey Cheryomin, Minister of the Government of Moscow and Head of the Department for External Economic and International Relations, has affirmed the Russian capital’s full commitment to supporting the Wilaya of Algiers. This partnership aims to refine and optimize Algiers’ strategic development framework as it advances toward its 2035 horizon.”

During his visit to Algiers for the ‘Moscow Days’ and the Russian-Algerian Business Forum, Mr. Cheryomin praised the city of Moscow, highlighting its assets and expertise. He stated that these resources could be placed at the disposal of the Algerian capital to successfully implement its Master Plan for Development and Urban Planning (PDAU) leading up to the 2035 horizon.

“Moscow is one of the most dynamic global metropolises in its transformation. It is internationally recognized for its success in the digital field, applied to housing, social services, education, and public health. We utilize Artificial Intelligence extensively,” he stated.

According to Mr. Cheryomin, Moscow is also among the world leaders in the speed of metro construction, as well as in digital solutions.

While reiterating his readiness, as well as that of the city of Moscow, the Russian official indicated that the Wilaya of Algiers is interested in infrastructure development, particularly its transport infrastructure.

“We can implement Moscow’s expertise and vast experience according to the needs of the Wilaya of Algiers,” he said.

“Algeria is the Gateway to Africa.”

Regarding the competitive advantages of the Algerian market for Russian capital, Minister Cheryomin underscored Algeria’s strategic position as the ‘Gateway to Africa.’ He highlighted the nation’s substantial capital investment in pivotal sectors, specifically citing the national railway expansion, the modernization of port infrastructure, and integrated urban development. Mr. Cheryomin further noted that these large-scale infrastructure projects hold significant appeal for major Russian economic entities, many of whom already possess a robust continental footprint through their collaboration with the United Nations Human Settlements Programme (UN-Habitat).”
